The following ranking charts include the number of United States Department of Agriculture
(USDA) active dog breeders and dealers with Class A and Class B licenses from 2011 - January
2013.
The 2007 – January 2013 charts include the number of all USDA certificate holders (Class A and B). Note, some certificate holders may not be dog breeders, rather they are raising other types of animals.
All charts indicate the industry is on the decline. The number of licenses not renewed year over year may be due to kennel closers related to the economy or operators are no longer selling wholesale and may have switched to internet sales only, which does not require a USDA license. The overall demand for pet store puppies may be
down due to overall awareness of puppy mills that supply the stores or the high pricing is no longer attractive in a poor economy.
There is no federal regulation of online breeders who sell directly to the public and no way of knowing how many are active. Some states like Indiana now register large-scale breeders after legislation was passed in 2010. Indiana now has 89 registered breeders as of December 2012 with over 20 female dogs and only 45 are licensed with the USDA. Michigan on the other hand, only licenses kennels at a county level. As of 2009, over 6,000 kennels were licensed and only three had USDA wholesale licenses.

Class A Licensing Requirements:
A dealer with a Class A license may conduct business involving only animals that are bred and raised on his/her premises in a closed or stable colony, and animals acquired for the sole purpose of maintaining or enhancing the breeding colony.
The following activities require a Class A license. Selling of domestic dogs or cats to a:
A dealer with a Class B license may conduct business involving animals bred and raised on his/her premises, the purchase and/or resale of any regulated animal, (NOTE: A license is required whether or not the dealer takes physical possession or control of the animal), negotiating the purchase or sale of any regulated animal, the exhibition of regulated animals as a minor part of his/her business, the transportation in commerce for compensation animals, not bred and raised on his/her premises.
The following activities require a Class B license: wholesale selling of domestic dogs or cats to a:
1. hunting 2. security 3. breeding
wholesale selling of dogs or cats to a research facility
wholesale selling of more than $500 per calendar year of non-dangerous pet type animals to a:
1. pet shop 2. broker
