Shirley Rhodes, Owner of What Authorities Are Calling A Puppy Mill Fined $40,000 and Had 139 Dogs Seized From Her Home

It's a story you heard first on 13 News. Today, Shirley Rhodes, the owner of what authorities are calling a "puppy mill" in Jackson County appeared in court. The judge ruled that Rhodes will not be getting back the 139 dogs that were seized from her home last week. Rhodes will also have to pay $40,000 to the state, the amount that they've spent on care for the dogs so far.

She is currently out on bond. She's appearing in court on Thursday on 45 counts of animal abuse.
