Have you heard of the CCPA located in Missouri ? Can I tell you what it is ? It is a new unit titled the Canine Cruelty Prevention Unit. Now can I tell you where it came from and why ?
In the past, the public had to rely on local prosecutors to enforce our state laws protecting dogs in breeding facilities and owned by single families. Unfortunately, these local prosecutors were often reluctant to charge residents of their counties. Horrible cruelty was often overlooked or perpetrators only given trifling fines. Seems those public service jobs take a back seat to doing the right thing so the public servant can keep his job. The establishment of the CCPA was granted authority by the Attorney General to prosecute substandard kennels. Prosecutions were taken out of local control. By Attorney General Chris Koster establishing this new unit, today dozens of substandard dog breeders have been prosecuted by this new group. Previously when state inspectors would write-up deficient facilities, the breeders would simply ignore the citations as they knew there would be no consequences for their non-compliance. Now since non-compliance will be prosecuted, hundreds of breeders have chosen to shut down their breeding operations rather than face stiff penalties. It is one GIANT step to prosecuting acts of cruelty, abuse, and neglect for that "almighty dollar".
