IRS Instructions On How To FIle A Compliant

If you feel a "RESCUE" is not really a "RESCUE" but a front for a breeder or buying puppies from breeders and selling them as "RESCUE" please let the IRS know and it will be CONFIDENTIAL and also let the Department of Agriculture know and Humane Society. 


Submit a complaint by, phone, mail or in person if you want to guarantee confidentiality. You can also file a complaint with the IRS through email or an online form.

  • Call (800) 366-4484 to file a complaint with the IRS by phone.
  • Mail a written complaint to the Treasury Inspector General for Tax Administration Hotline at P.O. Box 589, Ben Franklin Station, Washington, DC 20044-0589.
  • Email a complaint to Complaints@tigta.treas.gov, which goes to the TIGTA Hotline Complaints Unit.
